Resource Management
Resource planning is an important part of any development or building project; without planning permission the project will never eventuate.
Planning your project with resource consent in mind
Many people try to handle the resource consent application themselves and find the process stressful, complicated, expensive and often fruitless. To avoid costly mistakes and failed applications, it makes sense to enlist the help of an experienced resource management consultant who can provide the right advice to guide your project through the resource consents process.
Expert planning advice and support from all aspects of engineering and design
At Smart Alliances, your resource planning applications are placed in the experienced hands of Paul Williams who, with the backing of the Smart Alliances team, can anticipate any problems and find creative solutions to any areas of the project that may inhibit the acceptance of the proposed development.
As well as preparing applications for resource consent, the different divisions of Smart Alliances will work together to provide expert planning and engineering evidence at council and environment court hearings on behalf of the client, in structural, geotechnical, civil and coastal matters.
Residential and Commercial planning for land and sea, air and water
Smart Alliances manages the complete range of resource consent applications for its clients including: residential and commercial development; emissions to air, water permits, marine farms; coastal permits for moorings, jetties and boatsheds; quarries; subdivisions; forestry development and harvesting. We also undertake plan change applications, provide professional resource management advice on planning issues for projects and undertake due diligence reporting on planning matters for property purchasers.
Resource Management Case Studies
Kaiuma Park Estates Ltd
This project involved a series of resource consent applications for various stages of development for a 200 Lot residential subdivision in the Marlborough Sounds, including a 95 berth marina which required final approval from the Minister of Conservation. We prepared the comprehensive resource consent application for the first stages and also co-ordinated the reporting and evidence of other experts and professionals to gain the consents.
Ward Water Company Ltd
This project was for an irrigation scheme to provide water for around 1600ha of very dry East Coast Marlborough land. Despite all the odds final approval was granted by consent order thus avoiding expensive and time consuming Environment Court Hearings.
Flight Timbers Ltd
Flight Timbers operates a sawmill on the perimeter of residential development in Blenheim. Flight requested Smart Alliances to apply for an increase in the volume and rate of discharge to air from their 7.5MW sawdust and wood-chip-fired boiler. The case was particularly difficult due to the mill being located on the perimeter of town and the recent and very restrictive National Air Quality Standards that have been imposed throughout the country. Consent was successfully obtained allowing for a reasonable lead in time for Flight to upgrade their boiler plant and meet the relevant standards for air quality.
Marlborough Development Company Ltd & Yealands Estate Ltd
On behalf of the client, Smart Alliances prepared a detailed case for new industrial development in Marlborough with the consequence that the Marlborough District Council ultimately adopted the proposal as a Variation to the Wairau/Awatere Resource Management Plan to rezone 46ha of Rural land to Industrial.
SMW Consortium
This project has involved very protracted planning and legal battles for plan change, resource consent and fishery permits processes and applications for 1400ha of mussel farming in Tasman and Golden Bays. The project is ongoing. To date 250ha of space has been granted all consent and permits required to catch mussel spat for ongrowing elsewhere into mature mussels.
Yealands Estate Winery
Resource consents were applied for and granted for a 20,000 Tonne winery the first stage of which has now been constructed. Even in concept form it was obvious that this would be an iconic building. It was one of those projects where any company that was involved in it could really puff out its chest and say, “yeah, we were part of that.”
One of the key characteristics of the project was the limited timeframe for a project of this size to progress from concept to resource consent approval. The application was granted without going to a hearing. It was a classic case of a very well coordinated project.
